The author discusses the circumstances of 1949—51 period which lead to the decision of the central political leadership, to reduce considerably the extent of investments and to gradually abandon the economic- system in operation since the time of liberation. This is followed by an analysis of the concept formation of a new economic system and policy of essential capital investments in 1951.
