The author focuses on the period immediately prior to the start of World War II on Yugoslav territory (Summer 1940 - April 11941), and analyses the current tactical activity of the Communist Party of Slovenia in general, with special emphasis on its unionist activities, including the establishment of local branches of Delavska Enotnost (Workers' Unity). In conformity with its tactics, the Communist Party was organizing its own bodies beyond the existing legal forms, hence the local branches that should become the strongholds of the Communist Party of Slovenia in factories and enterprises. The local branches consequently cannot be considered the result of common efforts by the Communist Party of Slovenia and the Yugoslav Trade Unions. It is not possible to find out exactly how many such local branches were in ha established in factories since no relevant documents were preserved.
