O delu in razvoju Muzeja narodne osvoboditve LRS od ustanovitve do danes

12. januarja 1944 je IOOF izdal Odlok o osnovanju Znanstvenega inštituta pri 'IOOF z nalogo, da »pripravlja znanstveni material in znanstvene izsledke, ki jih potrebuje narodnoosvobodilna borba v sedanjosti ter pri obnovitvenem delu po osvoboditvi...« V istem odloku je bil imenovan za direktorja ustanovljenega inštituta dr. Fran Zwitter in Boris Ziherl za njegovega namestnika. Za člane so bili imenovani: dr. inž. Fran Avčin, dr. Darko Černej, Stane Krašovec, Vladimir Krivic, dr. Cene Logar, dr. Pavel Lunaček, dr. inž. Dušan Sernec, prof. Jože Zemljak in Lojze Ude. Inštitutu je bila določena kot prvi njen sedež lesena baraka v gozdovih nad Bilpo na Kočevskem, na tako imenovani »Bazi 13/23«, kjer je Znanstveni inštitut pričel s svojim delom.
