Življenjska pot Jerce Vodušek Starič se je začela na prvi pomladanski dan, 21. marca 1950, v Beogradu, kjer je bil njen oče, dr. Žiga Vodušek zvezni funkcionar, od leta 1951 zaposlen v jugoslovanski diplomaciji. Večino otroštva in najstniških let je tako preživela v tujini, kjer je oče kot diplomat predstavljal jugoslovansko državo. Šolala se je v Washingtonu, Beogradu, Trstu in Teheranu, kjer je leta 1967 maturirala.
