V prvo obdobje štejemo delo za zbiranje gradiva o spomenikih NOB, evidenco, potrebno Zavodu za varstvo spomenikov, ki je z zakonom o varstvu kulturnih spomenikov in prirodnih znamenitosti Ljudske republike Slovenije, sprejetim v Ljudski skupščini LRS 19. maja 1948 postal zakonit varuh spomenikov narodnoosvobodilne vojne.1
