This relates especially to the transfer of administrative and economic competences from the federal to the republic level and the preparations for their further transfer to lower administrative structures, as well as the corresponding economic measures. It further describes the preparations for and the accomplishment of the elections of the first Worker's Councils in Jan. and Feb. 1950 in Slovenia. At the end it presents the elections and the work of the first Worker's Council of the Ironworks of Jesenice.
