The discussion is centered on the first legal decree instituting the formal process of expropriation of expropriators«, which was passed by the Anti-Fascist Council of National Liberation of Yugoslavia (AVNOJ) in 1944 in the name of National Liberation Movement. This decree legalized the appropriation by the state of property owned by the enemies of National Liberation Movement, Germans above all, as a first step towards the formation of socialist socio-economic attitudes in Yugoslavia. It is explained why this decree was not only politically but also economically important for Yugoslav revolution and its further development.
