The author makes an attempt to analyze the period of foundation of self-management. The first part discusses the difficult international situation in which Yugoslavia has found itself after the time of the Communist Information Bureau (Cominform) while the second part deals with the socio-political system in the years immediately following the war. Fundamental concepts of the struggle of the Communist Party of Yugoslavia and of the nations of Yugoslavia against the pressures endured by the socialist states and against local difficulties of development are discussed in the third part. The fourth part deals with the resistance of the local groups in favor of Stalinism, while the fifth part describes the circumstances under which the Communist Party of Yugoslavia found its alternative to administrative centralism in workers' councils.
