Abstract

The paper describes the state civil service as one of the foundations of imperial authority. Officials were required to pledge undivided loyalty to their office and the emperor. However, this requirement began to pose a fair amount of problems in the second half of the 19th century, especially in relation to national affiliation, the use of language (officials opted to distinguish between the internal and external languages of administration) and »conduct befitting one’s estate«.
