The treatise deals with the characteristics of the political and organizational situation of the Yugoslav Communist Party in Slovenia in the year 1928 and at the time of the 8th Conference of the Communists of Zagreb. It also treats the fraction fights in the leading part of the Yugoslav Communist Party becoming more and more tense, as well as the publication of the Open Letter from the Communist International Executive Committee. The treatise states that the basic directions of the Yugoslav communist revolutionary struggle, such as were formed at the 8th Conference of the Communists of Zagreb were also present in the activity of the Yugoslav Communist Party in Slovenia, and that they still had, inspite of some deficiencies in ideas and organization of the Party, a creative function.
