Abstract

The Vidovdan Constitution assigned a period of transition before introducing authority and self-government. Former provincial administrations were redefined as transitional administrations whose purpose was to gradually transfer their activities and competencies onto the new administration. The Slovene provincial administration and the ministry of interior were linked by the provincial substitute directly subordinated to the ministry. Ivan Hribar, the appointed provincial administrator at the time, tried to enlarge the competencies of the provincial administration despite the basic reason for its formation; he also strived to channel the influence upon the work of this administration through his own hands. Even though the activities of the provincial administration ceased to a great degree when Hribar resigned on March 29, 1923, the provincial administration was officially terminated only in the middle of 1925. The press policy of the Slovene provincial administration is treated as an example of the dependency of the provincial administration on the ministry of interior.
